Because it's quite a crunchy biscuit the dough is dry and needs quite a bit of mixing before it comes together. Alternatively it could be that your flour differs from mine - depending on regions/countries flour contains different amounts of moisture so a few drops of milk or water will quite easily bring the mixture together.
